መግቢያ      ከኢትዮጵያ ውጪ የሚገኙ የኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን አብያተ ክርስቲያናት ሁሉ የተሟላ አገልግሎት እንዲያገኙ፣ በመንፈሳዊና ማኅበራዊ አገልግሎት በኩልም ተጠናክረው እንዲቀጥሉ ለማድረግ በሚገኙበት ሀገረ መንግሥት የሕግ ማዕቀፍ ጋር የተስማማና የቤተ ክርስቲያናችንን ልእልና፤ ኲላዊነት፤ ዓለማአቀፋዊነት እንዲሁም መዋቅራዊ ሰንሰለት የጠበቀ ወጥ ደንብ ማውጣት አስፈላጊ በመሆኑ፤  ከኢትዮጵያ ውጭ የሚገኙ የኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን አብያተ ክርስቲያናት መንፈሳዊ፣ ማኅበራዊና ልማታዊ የአገልግሎት አፈጻጸም በበለጠ ቀናና ቀልጣፋ ማድረግ እንዲያስችል ወጥነት ያለው ሕግ ማውጣት አስፈላጊ በመሆኑ፤  በውጭው ዓለም የሚኖሩ አገልጋይ ካህናት፤ መነኰሳትና መነኰሳይያት፣ ሊቃውንትና ምእመናንን በአጠቃላይም የሕዝበ ክርስቲያኑን የእርስ በእርስ መልካም ግንኙነት፣ ሰላም፣ ፍቅርና አንድነት ለማጽናት የሚያስችል ሥርዓት መዘርጋት አስፈላጊ በመሆኑ፤  በውጭ ሀገራት የኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን ስያሜን ይዞ የሚቋቋም ማንኛውም መንፈሳዊ አገልግሎት ሰጭ ተቋም ለተመሠረተበት መንፈሳዊ ዓላማ ብቻ የቅዱስ ሲኖዶስ ተጠሪ ሆኖ እንዲሠራ የሚያደርግ ሥርዓት መዘርጋት አስፈላጊ በመሆኑ፤  በውጭ ሀገራት የሚደራጁ ሀገረ ስብከቶች ከቅዱስ ሲኖዶስ ጋር ስለሚኖራቸው መንፈሳዊና አስተዳደራዊ ቀጥተኛ ግንኙነትና ተጠሪነትን እንዲሁም ግልጽ የሆነ ተግባርና ኃላፊነትን በመለየት አሠራራቸውና አገልግሎታቸው በታወቀ የቤተ ክርስቲን ሕግና ሥርዓት እንዲመራ ማድረግ አስፈላጊ በመሆኑ፤  ቅዱስ ሲኖዶስ በሕገ ቤተ ክርስቲያን አንቀጽ ፲፮ ንዑስ አንቀጽ ፪ በተደነገገው መሠረት ይህንን የኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን ከሀገር ውጭ ያሉ አህጉሩ ስብከት የሰበካ መንፈሳዊ አስተዳደር ጉባኤ መተዳደሪያ ደንብ” አውጥቷል፡፡	Introduction  WHEREAS, the Ethiopian Orthodox Tewahedo  Church endeavors to ensure the comprehensive,  uniform bylaw for spiritual and social sustenance of all  its parish congregations located outside Ethiopia  within the official legal frameworks of the countries they are established, while upholding the autonomy,  unity, and universality of the church as well as its  organizational chain of command;   WHEREAS, there is a need to enact a unified law that  enhances the effectiveness and efficiency of the  spiritual, social, and developmental services provided  by the Ethiopian Orthodox Tewahedo Church abroad;   WHEREAS, it is essential to establish a system that  fosters strongly collaborated relationships that enrich peace, love, and unity among the clergy, monks, nuns,  scholars, and all the laity who are living in foreign  nations;   WHEREAS, an accountably structured system is  required from any spiritual service provider institution  bearing the name of Ethiopian Orthodox Tewahedo  Church established in foreign countries, ensuring to  provide its solely serves according to spiritual purpose answerable to the Holy Synod;  WHEREAS, it is essential for dioceses operating in  foreign countries to maintain a direct spiritual and  administrative relationship with the Holy Synod, with  clearly defined duties and responsibilities guided by  the established laws and canons of the Church;   NOW, THEREFORE, in accordance with Article 16.2  of the Church's Constitution, the Holy Synod of  Ethiopian Orthodox Tewahedo Church promulgates  this "Bylaw No. 6/2016 for Dioceses/Archdioceses  Parishes Ecclesiastical Administration Council  Outside of Ethiopia.”

ክፍል አንድ   ጠቅላላ ድንጋጌዎች   አንቀጽ ፩፡   አጭር ርእስ      ይህ ሕግ “የኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ  ክርስቲያን ከሀገር ውጭ ያሉ አህጉረ ስብከት የሰበካ  መንፈሳዊ አስተዳደር ጉባኤ መተዳደሪያ ደንብ ቁጥር  ፮/፳፻፲፮” ተብሎ ሊጠቀስ ይችላል፡፡	Section I  General Provisions  Article 1፡  Short title  This bylaw may be cited as, ‘’Ethiopian Orthodox  Tewahedo Church: Bylaw Number 6/2016 for  Dioceses/ Archdioceses Parishes Ecclesiastical  Administration Council Outside of Ethiopia’’
አንቀጽ ፪   ትርጓሜ   ይህ ሕግ በተሻሻለው የኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን ሕገ ቤተ ክርስቲያን ቁጥር ፩/፳፻፲፭ ላይ የተሰጠው ትርጓሜ እንደተጠበቀ ሆኖ በሌሎች ሕግጋትና ደንቦች የተለየ ትርጉም ካልተሰጠው በቀር በዚህ ከሀገር ውጭ ያሉ አህጉረ ስብከት ሥር የሚገኙ አብያተ ክርስቲያነት በሚተዳደሩበት ሁሉ የሚከተሉት ትርጉሞች ይኖሩታል፤  ፩. “ቤተ ክርስቲያን” በሕገ ቤተ ክርስቲያን ላይ የተጠቀሰው ትርጉም እንዳለ ሆኖ በኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ስም በሀገር ውስጥና ከሀገር ውጭ የተሰየመ ማለት ነው፡፡  ፪. “የአጥቢያ ቤተ ክርስቲያን/ደብር” ማለት በአንድ ሀገረ ስብከት የአስተዳደር መዋቅር ሥር የምትመራ የኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን ካህናት፣ ሊቃውንት፣ መምህራን፤ ምእመናን፣ የሰንበት ትምህርት ቤት ወጣቶች ያሉባት ቤተ ክርስቲያን ማለት ነው፡፡  ፫. “ቅዱስ ሲኖዶስ” ማለት በብፁዕ ወቅዱስ ፓትርያርክ የሚመራ ሊቃነ ጳጳሳትና ኤጲስ ቆጶሳት የሚገኙበት፣ በኢትዮጵያና ከኢትዮጵያ ውጪ ላሉ የኢትዮጵያ ኦርቶዶክስ ተዋሕዶ አብያተ ክርስቲያናት ሁሉ የበላይ መሪ ሆኖ፣ መንፈሳዊና አስተዳደራዊ ሕግ አውጪ የመጨረሻው ወሳኝ አካል ነው።     ፬. “ቅዱስ ፓትርያርክ” ማለት የኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን ቅዱስ ሲኖዶስን በርእሰ መንበርነት የሚመራ ርእሰ አበው(አበ ብዙኃን)  ማለት ነው።	Article 2  Definition of Terms   Subject to the definitions provided in the  revised Ethiopian Orthodox Tewahedo  Church Constitution No. 1/2015, unless  otherwise specified by other applicable laws  and regulations, this bylaw shall hold the  following meanings within all parish churches  under the jurisdiction of dioceses outside  Ethiopia:  1."Church" refers to, the definition in the  Church's constitution, any entity bearing the  name "Ethiopian Orthodox Tewahedo"  within and outside the country.  2."Local Church/Parish" designates a church  governed under the administrative structure  of a diocese, housing clergy, scholars,  teachers, laity, and Sunday school youth.  3."Holy Synod" signifies the supreme legislative  body comprising Archbishops and Bishops, led  by His Holiness the Patriarch, serving as the  highest spiritual and administrative legislator  for all Ethiopian Orthodox Tewahedo  Churches worldwide.  4."Holy Patriarch" is the primate that presides over the Holy Synod of the Ethiopian  Orthodox Tewahedo Church (father of the  multitude).

፭. “ሊቀ ጳጳስ/ጳጳስ ወይም ኤጲስ ቆጶስ” ማለት በሕገ ቤተ ክርስቲያን ላይ የተሰጠው ትርጓሜ እንዳለ ሆኖ በኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን ቀኖናና ቅዱስ ሲኖዶስ በአቋቋመው ወይም በሚያቋቁመው የምርጫ ኮሚቴ መመዘኛ አልፎ፣ ሥርዓተ ጸሎት ተደርሶ በአንብሮተ እድ የተሾመ፣ ተጠሪነቱ ለቅዱስ ሲኖዶስ የሆነ፣ በውጭ ሀገር ላሉ አብያተ ክርስቲያናትና የሀገረ ስብከቱ የበላይ ኃላፊ፣ ኖላዊ መሪና መንፈሳዊ አባት ማለት ነው።  ፮. “መንበረ ፓትርያሪክ ጠቅላይ ቤተ ክህነት ጽ/ቤት” ማለት በቅዱስ ሲኖዶስ የሚወጡ ሕጎች፤ ደንቦችንና መመሪያዎችን ተከትሎ አስተዳደራዊ ሥራን እንዲሠራና እንዲያስፈጽም በቅዱስ ሲኖዶስ የተቋቋመ የቤተ ክርስትያኒቱ ዋና አስፈጻሚ አካል ነው።  ፯. “የጠቅላይ ቤተ ክህነት ዋና ሥራ አስኪያጅ” ማለት የመንበረ ፓትርያሪክ ጠቅላይ ቤተ ክህነት ጽ/ቤት የአስተዳደር ኃላፊነትን የሚመራ፣ የቅዱስ ሲኖዶስን ውሳኔና መመሪያ የሚፈጽምና የሚያስፈጽም ከፍተኛ ባለሥልጣን ማለት ነው።      ፰. “ሀገረ ስብከት” ማለት በቅዱስ ሲኖዶስ ውሳኔ ተለይቶ የተከለለና በምልአት ጉባኤ በተሾመ ሊቀ ጳጳስ/ጳጳስ ወይም በኤጲስ ቆጶስ የሚመራ የቤተ ክርስቲያኒቱ መንፈሳዊ አስተዳደር ክልል ማለት ነው፡ ፡  ፱. “ጠቅላላ ጉባኤ” ማለት በየደረጃው በአጥቢያ ቤተ ክርስቲያን፣ በወረዳና በሀገረ ስብከት መንፈሳዊ አስተዳደር ላይ እየመከረ እንዲወስንና የአስተዳደር ጉባኤን ወይም የሥራ አስፈጻሚ ኮሚቴ አባላትን እንዲመርጥ የሚሰበሰብ የካህናት፣ የምእመናንና የሰንበት ትምህርት ቤት ወጣቶች የሚገኙበት ጉባኤ ማለት ነው።      ፲. “የሀገረ ስብከት ሥራ አስኪያጅ” ማለት ተጠሪነቱ ለሀገረ ስብከቱ ሊቀ ጳጳስ የሆነ ፣ ከሊቀ ጳጳሱ መመሪያ እየተቀበለ የሀገረ ስብከቱን ሥራ በኃላፊነት የሚያከናውን የሥራ መሪ ማለት ነው።

5."Archbishop/Bishop or Episkopos" pertains  to an individual who meets the qualified the  criteria established by the Churches’ canon and  the election committee under the Holy Synod,  who is canonically ordained through prayer  and laying of hands. Preserving its meaning in  the Churches’ Constitution, He is accountable  to the Holy Synod and serves as the main  spiritual shepherd, leader and father for  churches under dioceses abroad.  6."Office of the Patriarchate/ Head office"  refer to the primary executive body of the  Church, established by the Holy Synod to  perform and implement administrative tasks  in line with the rules and regulations set forth  by the Holy Synod.  7."General Manager of the Patriarchate" is  the highest authorized official responsible for  the administrative functions of the  Patriarchate and for implementing decisions  and directives issued by the Holy Synod.  8."Diocese" means a spiritual administrative  jurisdiction designated by the General Holy  Synod and led by an archbishop or bishop  appointed by the Holy Synod.  9."General Assembly" denotes an assembly of  clergy, laity, and Sunday school youth at all  levels, convening to deliberate and make  decisions regarding the spiritual and  administrative activities, and to choose members of the administrative council or  executive committee.  10.“Manager of the Diocese" refers to an  individual accountable to the archbishop  and responsible for operating the work of  the diocese under the Archbishop's  guidance.

፲፩. “የሰበካ መንፈሳዊ አስተዳደር ጉባኤ ወይም  የሥራ አስፈጻሚ ኮሚቴ” ማለት አጥቢያ ቤተ ክርስቲያን፣ በወረዳ፣ በሀገረ ስብከት በመንበረ ፓትርያርክ በአጠቃላይ በየደረጃው በሚቋቋሙት ሰበካ መንፈሳውያን ጉባኤያት በየራሳቸው መንፈሳዊ ጠቅላላ ጉባኤ የሚመረጥና ለየራሳቸው ሰበካ መንፈሳዊ አስተዳደር ጉባኤ የተሠየመ የሥራ አስፈጸሚ ኮሚቴ ነው፡፡  ፲፪. “ከሀገር ውጭ ያሉ የሰበካ መንፈሳዊ አስተዳደር  ጉባኤ” ማለት    ሀ. በአጥቢያ ደረጃ ለተቋቋመውና ለሚቋቋመው የቤተ ክርስቲያን ሰበካ መንፈሳዊ አስተዳደር ጉባኤ (የሥራ አስፈጻሚ ኮሚቴ) የሚያስፈልጉትን አባላት ለመምረጥና በአባልነትም ለመመረጥ የሚችሉ ቤተ ክርስቲያንን በዕውቀታቸው፣ በጒልበታቸው፣ በሀብታቸውና በአገልግሎታቸው የሚረዱ ካህናት፣ ምእመናንና የሰንበት ትምህርት ቤት ወጣቶች የሚገኙበት የአጥቢያ ቤተ ክርስቲያን ሰበካ ጠቅላላ መንፈሳዊ ጉባኤ ስብስብ ነው፡፡  ለ. በልዩ ሁኔታ በቅዱስ ሲኖዶስ ካልተፈቀደ በቀር ዝቅተኛ ቁጥሩ ከ፫ ያላነሰ አጥቢያ አብያተ ክርስቲያናትን ያቀፈ ሆኖ በወረዳ ደረጃ ለተቋቋመውና ለሚቋቋመው የወረዳ ሰበካ መንፈሳዊ አስተደደር ጉባኤ የሚያስፈልጉትን አባላት ለመምረጥና ለመመረጥ የሚችሉና የየአጥቢያ ሰበካውን ሀብትና አገልግሎት የሚያስፋፉና የሚቈጣጠሩ ከእያንዳንዱ የአጥቢያ ቤተ ክርስቲያን ሰበካ መንፈሳዊ ጉባኤ የተወከሉ ካህናት፣ ምእመናንና የሰንበት ትምህርት ቤት ወጣቶች የሚገኙበት የቤተ ክርስቲያኒቱን መንፈሳዊ አገልግሎት ላይ ተገቢውን አገልግሎት የሚያከናውኑ የወረዳው ሰበካ ጠቅላላ መንፈሳዊ ጉባኤ ነው፡፡  ሐ. በሀገረ ስብከት ደረጃ ለተቋቋመውና ለሚቋቋመው የመንበረ ጵጵስና ሀገረ ስብከት መንፈሳዊ አስተዳደር ጉባኤ የሚያስፈልጉትን አባላት ለመምረጥና ለመመረጥ ከእያንዳንዱ ወረዳ ሰበካ መንፈሳዊ አስተዳደር ጉባኤ (የሥራ አስፈጻሚ ኮማቴ) የተወከሉ ካህናት፣ ምእመናንና የሰንበት ትምህርት ቤት ወጣቶች የሚገኙበት የመንበረ

11."Parish Spiritual Administrative Council or Executive Committee" signifies to the  executive committee at various levels, of  the parish, district, diocese and patriarchate,  elected by their own respective general  assemblies to serve as the executive and  Spiritual Administrative Council.  12."Parish Spiritual Administrative  Councils outside the country" refers to;  a. A gathering of clergy, laity, and Sunday  school youth offering their knowledge,  skills, wealth, and services to support the  church at the level organized by a Parish  Council of the church. They can elect (and  be elected as) members for the spiritual  management council (executive  committee) of Parish Churches.  b. Unless specifically approved by the Holy  Synod, a group comprising at least 3- parish churches, with representatives from  clergy, laity, and Sunday school youth of  parishes, a district council may be  organised. They are authorized to elect  (and be elected as) members for the  spiritual Administrative council (executive  committee) at the district (woreda) level in  order to strengthen, organize and provide  relevant services in their respective church  where they are located.  c. The Spiritual Assembly of the Diocese, at  the Bishopric consists of clergy, laity, and  Sunday school youth representatives from  District Parish Spiritual Administrative  councils (executive committee). Their role  is to elect (and to be elected) the necessary  members for the bishopric diocesan

ጵጵስና ሀገረ ስብከት ጠቅላላ መንፈሳዊ ጉባኤ ነው፡ ፡  ፲፫. “አስተዳደር” ማለት በቤተ ክርስቲያን መዋቅር ከመንበረ ፓትርያርክ ጠቅላይ ቤተ ክህነት እስከ አጥቢያ ቤተ ክርስቲያን ያለውንና የድርጅቶችን አስተዳደርና አመራር የሚያጠቃልል የአስተዳደር ሥራ ነው፡፡   ፲፬. “አስተዳደር ጉባኤ” ማለት በጠቅላይ ቤተ ክህነት ወይም በሀገረ ስብከት ሥር ያሉ የልዩ ልዩ መምሪያ ወይም ክፍል ኃላፊዎች የሚሰበሰቡበትና ሥራዎች በአግባቡ እንዲፈጸሙ የሚያደርግ ውሳኔ ሰጪ አካል (ጉባኤ) ማለት ነው።   ፲፭. “የወረዳ ቤተ ክህነት ሥራ አስኪያጅ” ማለት ተጠሪነቱ ለሀገረ ስብከቱ ሊቀ ጳጳስና ሥራ አስኪያጅ የሆነ፣ ከሊቀ ጳጳሱና ከሀገረ ስብከቱ ሥራ አስኪያጅ መመሪያ እየተቀበለ የወረዳ ቤተ ክህነቱን ሥራ በኃላፊነት የሚያከናውን የሥራ መሪ ማለት ነው።    ፲፮. “የአጥቢያ ቤተ ክርስቲያን አስተዳዳሪ” ማለት አንድን አጥቢያ ቤተ ክርስቲያን ያስተዳድር ዘንድ በሀገረ ስብክቱ ሊቀ ጳጳስ/ጳጳስ አቅራቢነት በቅዱስ ፓትርያሪኩ የተሾመ፣ ሥልጣነ ክህነት ያለው የቤተ ክርስቲያን መንፈሳዊና አስተዳደራዊ መሪ ማለት ነው፡፡  ፲፯. “ድርጅት” ማለት በኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን የተቋቋመና የሚቋቋም የልማትና የማኅበራዊ አገልግሎትን የሚያከናውን ተቋም ማለት ነው።              ፲፰. “ገዳም” በኢትዮጵያ ኦርቶዶከስ ተዋሕዶ ቤተ ክርስቲያን የጥንታውያን አበው ሥርዓተ ገዳም ትውፊት ጠብቆ የተቋቋመ፣ መነኰሳትና መነኰሳይያት፣ ሥርዓተ ምናኔን ጠብቀው፣ የሚኖሩበት የቤተ ክርስቲያን መንፈሳዊ ተቋም ማለት ነው።

"Administration" refers to the clerical management and leadership of all  organizations within the structure of the  Church, from the Patriarchate to the local  parish churches.  14. "Management Council" refers to the  decision-making body where heads of  various departments in the Patriarchate or  sections of the Diocese convene to ensure  proper execution of tasks.  15. "Manager of District Council" refers to  an individual leader accountable to and  receives orders from the Archbishop and  Manager of the diocese, to overseeing the  work of the district parishes.  16. "Manager of Local Church" signifies the  spiritual and administrative leader of the  church, appointed by the Patriarch on the  recommendation of the Archbishop/ Bishop of the diocese to manage a local  church.  17. "Organization" refers to an institution  established by the Ethiopian Orthodox  Tewahedo Church, to provide developmental and social services.  18. "Monastery" refers to spiritual institution  of the church, adhering to the ancient  monastic traditions of the Ethiopian  Orthodox Tewahedo Church, where  monks and nuns reside, following  monastic canons and orders.

፲፱. “የገዳም አበምኔት”፡ ወንዶች መነኰሳት ለብቻቸው ወይም ወንዶች መነኰሳትና ሴቶች መነኰሳይያት በየባዕቶቻቸው ሆነው በአንድነት በሚኖሩበት ገዳም የሚሾም የገዳም አስተዳዳሪ ወይም አበ መነኰሳት ወመነኰሳይያት ነው፡፡  ፳. “እመምኔት”፡ ወንዶች መነኰሳትና ሴቶች መነኰሳይያት በየባዕቶቻቸው ሆነው በሚኖሩበት ገዳም የሴቶች መነኰሳይያት አስተዳዳሪ ወይም ሴቶች መነኰሳይያት ለብቻቸው በአንድነት በሚኖሩበትና በሚያገለግሎበት ቤተ ደናግል ጠባባት የምትሾም ሴት አስተዳዳሪ ወይም እመ መነኰሳይያት ናት፡፡  ፳፩. “ቃለ ዐዋዲ” ማለት የቅድስት ቤተ ክርስቲያንን አንድነትና አስተዳደር ለማጠናከር በ፳፻፱ ዓ.ም.  ለዐራተኛ ጊዜ ተሻሽሎ የወጣ የሰበካ መንፈሳዊ ጉባኤ ቃለ ዐዋዲና ይህንኑ ተከትለው የሚወጡ ማናቸውም ማሻሻያዎችን ሁሉ ያካተተ ነው፡፡  ፳፪.“ምእመን” ማለት በቤተ ክርስቲያን ቀኖና መሠረት ተጠምቆ የቤተ ክርስቲያኒቱ አባል የሆነ አማኝ ማለት ነው፡፡  ፳፫. “ልዩ አባሪ ውስጠ ደንብ” ማለት በውጭ ሀገር ያለ የኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን በሀገሩ ሕግና ደንብ መሠረት የሕግ ሰውነት ሲያገኝ በዚህ መተዳደርያ ደንብ መነሻነት እንደ አባሪ ተደርጎ ቤተ ክርስቲያኑ በሚገኝበት ሀገረ መንግሥት የሕግ ማእቀፍ አስገዳጅነት መሠረት የሚዘጋጅ እና እንደ አስፈላጊነቱ የዚህ መተዳደርያ ደንብ አካል የሚሆን ውስጠ ደንብ ነው፡፡	19. "Abbot of a Monastery" is the head of a  monastery appointed in a monastery where  Monks live alone or monks live alongside  Nuns in their respective separate monastic  territory.  20."Abbes/ Mother Superior" refers to the  head of Nuns appointed in a monastery  where male and female monks live  separately in their respective monastic  territory or where only monastic Nuns  reside and serve together.  21. "Qale Awadi" refers to Parish Spiritual  Council legislation, revised for the fourth  time and ratified in 2009 E.C. (2016/17  AD), aimed at strengthening the unity and  function of the Holy Church.  22. "Laity" represents a believer who is baptized according to the church's canon  and has become a member of the Church.  23. "Special Annexed Internal Rule" refers  to an internal rule prepared as an appendix  to this legislation, following the mandatory  legal framework of the state where the  Parish Church of the Ethiopian Orthodox  Tewahedo Church in a foreign country, to  acquire legal personality in compliance  with the country's regulations.
አንቀጽ ፫   የተፈጻሚነት ወሰን      ፩. ይህ ደንብ የኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያንን እምነት ፣ ሥርዓትና ትውፊት መሠረት አድርገው በውጭ ዓለም በተቋቋሙ አህጉረ ስብከት፤	Article 3  Scope of Application  1. This bylaw shall be applied to Dioceses,  District Councils, and parish churches  established outside of Ethiopia, following

ወረዳ ቤተ ክህነት፤ አጥቢያ አብያተ ክርስቲያናት እንዲሁም በማንኛውም ደረጃ በሚገኙ የቤተ ክርስቲያኗ አገልጋዮችና ሠራተኞች፣ ምእመናንና የሰንበት ትምህርት ቤት ወጣቶች፣ መንፈሳዊ ማኅበራት በአጠቃላይ የቤተ ክርስቲያንዋን ልማትና ዕድገት ለማደራጀት በተቋቋሙና በሚቋቋሙ ተቋማት ሁሉ ተፈጻሚ ይሆናል ።  ፪. ይህ ደንብ በቅዱስ ሲኖዶስ ተፈቅዶና ጸድቆ ከወጣ ጊዜ ጀምሮ በውጭ ዓለም በሚገኙ አህጉረ ሰብከትና በሀገረ ስብከቱ ሥር ላሉ አብያተ ክርስቲያናት ሁሉ የበላይ ገዥ ሕግ ነው፡፡  ፫. በውጭ ሀገር በኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን ስም የተተከሉና የሚተከሉ አብያተ ክርስትያናትም ሆኑ የተቋቋሙና የሚቋቋሙ ማናቸውም ድርጅቶች፣ መመሪያ የሚቀበሉትና የሚተዳደሩት በቅዱስ ሲኖዶስ ሕግና ደንብ በቅዱስ ሲኖዶስ በተመደበው የሀገረ ስብከት ሊቀ ጳጳስ በሚሰጣቸው መመሪያ ብቻ ነው።  ፬. በማንኛውም በውጭ ሀገር የሚገኙ አብያተ ክርስቲያናት ከበላይ አካል የሥራ ግንኙነት ሊኖራቸው የሚችለው በክፍሉ ሊቀ ጳጳስ የታወቀና የተፈቀደ ጉዳይ ሲኖራቸው ብቻ ነው። ማእከላዊነት እና መዋቅርን ያልጠበቀ ጉዳይ ሁሉ የሚያስከትለው ማንኛውም ውጤት በሀገረ ስብከቱ ተቀባይነትና ተፈጻሚነት አይኖረውም።  ፭. በዚህ አንቀጽ ንዑስ አንቀጽ አራት ላይ የተደነገገው ቢኖርም በሀገረ ሰብከቱ ውሳኔ ቅር የተሰኘ ማንኛውም አቤቱታ አቅራቢ ቅሬታውን በየደረጃው ላሉት የበላይ መዋቅሮች ማቅረብ ይችላል፡፡     ፮. በውጭ ዓለም በሚገኙ አህጉረ ስብከት፣ የአስተዳደር ሥራ፣ ለሁሉም ሰው በሚረዳ የሕግ አግባብ ሥራዎችን በተቀላጠፈ ሁኔታ ማከናወን ይቻል ዘንድ ደንቡ በቅዱስ ሲኖዶስ ጸድቆ ከወጣ በኃላ በተለያዩ ዓለም አቀፍ ቋንቋዎች ተተርጉሞ በሥራ ላይ ይውላል።

the Doctrine, Canons, and Traditions of the  Ethiopian Orthodox Tewahedo Church. It  also covers church servants and workers at  all levels, believers, Sunday school youth,  spiritual associations, and all institutions  established to foster the development and  growth of the church at large.  2. This bylaw shall be the supreme governing  law for Diocese and Parish churches under  the diocese outside of Ethiopia, after it is  approved and issued by the Holy Synod.  3. Parish churches as well as organizations  established (or to be established) outside of  Ethiopia under the name of the Ethiopian  Orthodox Tewahedo Church, shall be  managed solely based on the directives  provided by the Archbishop of the diocese,  who is appointed by the Holy Synod.  4. Parish churches outside of Ethiopia may  establish working relationships with higher  authorities only after their case is  acknowledged and approved by the  Archbishop. Decisions that do not adhere to  the central and official structure will not be  recognized or enforced by the diocese.  5. Notwithstanding the provisions in  subsection four of this Article, any  discontent petitioner may bring their  complaint to higher-level authorities’ stage  by stage.  6. To facilitate the effective execution of  administrative tasks of dioceses outside  Ethiopia and to ensure its application for all,  this bylaw will be translated into various  international languages after it is approved  and issued by the Holy Synod.

፯. ደንቡ በውጭ ዓለም በሚገኙ መንግሥታዊና መንግሥታዊ ባልሆኑ ድርጅቶች ዘንድ ተቀባይነት ያለው ሕግ ሆኖ ይተገበራል።	7. This regulation shall be recognized by  governmental and non-governmental  organizations in foreign countries.
አንቀጽ ፬  የደንቡ አተረጓጎም      ፩. ይህ ደንብ ከሕገ ቤተ ክርስቲያን እና ከሰበካ መንፈሳዊ ጉባኤ ደንብ /ቃለ ዐዋዲ/ና ከሌሎች ደንቦችና መመሪያዎች ጋር ተጣጥሞ ይተረጎማል፡፡  ፪. የዚህ ደንብ ድንጋጌዎች ያልተሟሉ በሆኑባቸው ጉዳይ ሁሉ እንደ አግባብነቱ በሕገ ቤተ ክርስቲያንና በቃለ ዐዋዲ ሰበካ መንፈሳዊ ጉባኤ ደንብ ድንጋጌዎች ይሸፈናል፡፡  ፫. የውጭ ሀገረ ስብከት ሰበካ መንፈሳዊ ጉባዔን በሚመለከት ጉዳይ በዚህ ደንብና በሌሎች ደንቦች መካከል ተቃርኖ ያለ እንደሆነ ገዥ የሚሆነው ይህ ደንብ ነው፡፡	Article 4  Interpretation of the Bylaw  1. This bylaw shall be interpreted in parallel with  the Church's Constitution, Qale-Awadi (Parish  Spiritual Council rule), and other relevant rules  and regulations.  2. In cases where the provisions of this Bylaw are not comprehensive, it will be properly  supplemented by Church's Constitution and  Qale Awadi (Parish Spiritual Council rule).  3. In situations involving the Parish Spiritual  Council of dioceses outside Ethiopia, this  legislation shall take precedence in case of  conflicts with other rules.
ክፍል ፪   በውጭ ሀገር ስለሚገኙ አህጉረ ስብከት የሰበካ  መንፈሳዊ ጉባዔ      አንቀጽ ፭   የሰበካ መንፈሳዊ ጉባኤ መቋቋም      ፩. በኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን ቅዱስ ሲኖዶስ ሥር ከሀገር ውጭ ያሉ አህጉረ ስብከት የሰበካ መንፈሳዊ አስተዳደር ጉባኤ በዚህ ደንብ መሠረት ተቋቁሟል፡፡  ፪. የኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን ባለበት ከሀገር ውጭ ያሉ አህጉረ ስብከት ቦታና እንዲሁም የቤተ ክህነት ጽሕፈት ቤት በሚገኝበት ሁሉ፣ የቤተ ክርስቲያኒቱን ሕግና ደንብ መሠረት ባደረገ መልኩ በአገልጋዮችና በምእመናን ኅብረት የሰበካ መንፈሳዊ ጉባኤ እንዲቋቋም ይህ ደንብ ያስገድዳል፡፡	Section 2  Regarding the Parish Spiritual Councils of  Dioceses outside of Ethiopia   Article 5  Establishment of Parish Spiritual Councils  1. The Parish Spiritual Administration Councils of  Dioceses outside of Ethiopian under the Holy  Synod of the Ethiopian Orthodox Tewahedo  Church is established by this bylaw.  2. This bylaw mandates that clergy and laity  must collaborate in establishing a Parish  Spiritual Council in all dioceses and  bishoprics outside of Ethiopia, wherever an  Ethiopian Orthodox Tewahedo Church  exists, in accordance with the laws and  regulations of the Church.

፫. የታወቁ የአንድነት ገዳማት ቅዱስ ሲኖዶስ በሚያወጣው የገዳማት አስተዳደር ደንብና መመሪያ የሚተዳደሩ ስለሆነ ሰበካ መንፈሳዊ ጉባኤ እንዲያቋቁሙ አይገደዱም፡፡ ሆኖም እንደ አካባቢውና እንደ አስፈላጊነቱ እየታየ በሀገረ ሰብከቱ አቅራቢነት በቅዱስ ሲኖዶስ ውሳኔ ሊያቋቁሙ ይችላሉ፡፡  ፬. ከአንድ አጥቢያ ቤተ ክርስቲያን የሰበካ መንፈሳዊ ጉባኤ ጀምሮ ከወረዳ እስከ መንበረ ፓትርያርክ አጠቃላይ ሰበካ መንፈሳዊ ጉባኤ ድረስ በየደረጃው የተቋቋመውና የሚቋቋመው የሰበካ መንፈሳዊ ጉባኤ በፍትሐ ብሔር ሕግ ቍጥር ፫፻፺፹ እና ፫፻፺፱ መሠረት ለኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን የተሰጣት ሕጋዊ መብትና ግዴታ በቤተ ክርስቲያኒቱ ይሠራበታል፡፡  ፭. የየሀገረ ስብከቱ መንበረ ጵጵስና ዋና ከተማ እንደ አንድ ወረዳ ስለሚቈጠር የራሱ የሆነ የሰበካ መንፈሳዊ ጉባኤን ያቋቁማል፡፡	3. Recognized monasteries are governed by  monastic laws issued by the Holy Synod,  and they are not obliged to establish a Parish  Spiritual Council. However, based on  situations and circumstances, they may  establish one upon the reference of the  diocese when approval by the Holy Synod.  4. The Parish Spiritual Councils, established  (or to be established) at every level from the local church's Parish Spiritual Council up to  the Patriarchate's General Spiritual  Assembly, shall exercise the legal rights and  obligations granted to the Ethiopian  Orthodox Tewahedo Church by the Civil  Law Proclamation No. 398 and 399.  5. Each Diocese's Bishopric and capital city  are considered as one district and shall  establish its own Parish Spiritual Council.
አንቀጽ ፮   የሰበካ መንፈሳዊ ጉባዔ ዓላማ      ፩. ከሀገር ውጭ የተቋቋሙትና የሚቋቋሙት አጥብያ አብያተ ክርስቲያናት አማካኝነት ቅድስት ቤተ ክርስቲያን፣ በእምነቷና በቀኖናዋ ጸንታ እንድትኖር፣ ሕጓንና ሥርዓቷን መጠበቅና ማስጠበቅ፣ በሀገረ ስብከቱ ሥር የተቋቋሙ የአጥቢያ አብያተ ክርስቲያናትን ዕድገት፣ ሰላምንና አንድነትን መጠበቅና የተሟላ አገልግሎት እንዲሰፍን ማድረግ፤     ፪. የስብከተ ወንጌልና ሐዋርያዊ ተልእኮ፣ የመንፈሳዊ ትምህርት፣ የሰንበት ትምህርት ቤትና በአጠቃላይ መንፈሳዊ አገልግሎቷና ሥርዓተ አምልኮዋ ሁሉ የተሟላ እንዲሆን ማድረግ፤  ፫. ጥንታዊውና ታሪካዊው የኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን ሃይማኖትና ሥርዓተ	Article 6  Objectives of the Parish Spiritual Council  1. Local Parish churches, located outside the  country, play a pivotal role in upholding the  Doctrine, Canons, law, and order of the  Holy Church. They contribute to growth,  peace, and unity of the parish churches  under the diocese, striving to ensure  harmony, and comprehensive service.  2. To fulfil the Apostolicity and evangelism,  provide comprehensive spiritual education,  Sunday schools service, and to ensure complete spiritual services and rituals.  3. To guarantee the faithful transmission of the  ancient and historic religious Tradition and

አምልኮ በአግባቡ ከትውልድ ወደ ትውልድ እንዲተላለፍ ማድረግ፤  ፬. ከኢትዮጵያ ውጪ የሚገኘው ሕዝበ ክርስቲያን ፣ በእምነቱና በሥነ ምግባሩ እንዲጠነክር ማድረግና የቤተ ክርስቲያን አገልጋዮች ሕይወታቸው፣ ኑሮአቸውና ሕልውናቸው እንዲጠበቅ፣ ችሎታቸውና የአገልግሎት ብቃታቸው እየተሻሻለና እየሰፋ በሐዋርያዊ ተግባር እንዲደራጁ ማድረግ፤  ፭. ምእመናንና ወጣቶች የፆታ፣ የጎሳ፣ የቀለም፣ የቋንቋ ወይም የባህል ልዩነት ሳይኖርና ሳይገድባቸው፣ በመንፈሳዊ ዕውቀት ጐልምሰው፣ በሃይማኖት ጸንተው፣ ምግባረ ሃይማኖትን የዘወትር ተግባር አድርገው፣ በክርስቲያናዊ ሕይወትና ምግባር እንዲመሩ፣ በመተባበር፣ በመተሳሰብ፣ በመረዳዳትና በፍቅር እንዲኖሩ ማስተማር እና ማብቃት፤  ፮. ህጻናት እና ወጣቶች ፣ በአግባቡ የሀገርና የቤተ ክርስቲያን ተረካቢዎች ይሆኑ ዘንድ በመንፈሳዊ ሕይወት ጎልምሰው ፣ በሥነ ምግባር ታንጸው፣ በሥርዓተ ቤተ ክርስቲያን ተኰትኲተው የሚያድጉባቸውንና በየአጥቢያ ቤተ ክርስቲያኑ የተቋቋሙ የሰንበት ት/ቤት ተቋማትን በማጠናከር፤ ማሕበራትን በማደራጀት፤ ኢትዮጵያዊ ባህላቸውን፣ ቋንቋቸውንና ታሪካቸውን እንዲያውቁ በማድረግና በማስተማር አርአያ የሚሆኑ ምእመናን ማብቃት፤   ፯. በዓለም ዙሪያ ባሉ አብያተ ክርስቲያናት ሰብከተ ወንጌልን ለማስፋፋትና ለማጠናከር ድጋፍ ሲጠየቅ ወጥ የሆነ መርሐ ግብር በማዘጋጀት መተባበር፤  ፰. ቅድስት ቤተ ክርስቲያን በልማትና በገቢ ራስዋን እንድትችል እንዲሁም በምግባረ ሠናይ የምትፈጽመውን ተልዕኮ ሰበካ ጉባኤ በተቋቋበት ቦታ ሁሉ ተደራሽ ማድረግ፤  ፱. የኢኮኖሚ አቅም በፈቀደ መጠን ሙያን ፣ ዕውቀትንና የሥራ ልምድን መሠረት በማድረግ

Strengthening the faith and moral values of  Ethiopian Christian communities abroad,  safeguarding the well-being and  livelihoods of church servants, and  enhancing their abilities and service skills  for effective apostolic duty.  5. Providing spiritual education and  empowerment to believers and youth,  irrespective of gender, ethnicity, colour,  language, or cultural background, fostering  spiritual knowledge, religious loyalty, and  consistent religious practices, promoting  Christian virtues, cooperation, empathy,  understanding, and love.  6. Supporting and developing Sunday school  institutions established by parish churches to  nurture the spiritual and moral growth of  children and youth within the church  framework, preparing them for future  leadership of both the country and the church. In addition to organizing associations to  empower believers as role models by teaching  them about Ethiopian culture, language, and  history.  7. Collaborating to develop a comprehensive  program for strengthening evangelism in  churches worldwide when requested.  8. Promoting self-sufficiency of the Church  and development efforts, ensuring that its  moral mission is accessible wherever  Parish Councils are established.

ተመጣጣኝ የሥራ ቦታና የደመወዝ ክፍያ ለአገልጋዮች እንዲመደብ ማድረግ፤  ፲. የኢትዮጵያ ኦርቶዶክስ ተዋሕዶ እምነት ተከታዮች በብዛት በሚገኙባቸው ከተሞችና ግዛቶች የቤተ ክርስቲያኒቱ ሕግና ሥርዓትን በተከተለ አዳዲስ አብያተ ክርስቲያናት እንዲተከሉ ማድረግና መሥራት፤  ፲፩. በመንበረ ፓትርያርክ ጠቅላይ ቤተ ክህነት የውጭ ግንኙነት መምሪያ በኩል ከቅዱስ ሲኖዶስና ከጠቅላይ ቤተ ክህነት የሚተላለፉትን መመሪያዎችና ውሳኔዎች ተግባራዊ በማድረግ በውጭ ዓለም ያሉ አህጉረ ስብከት ወጥ በሆነ አደረጃጀትና አስተዳደራዊ መዋቅር እንዲጠናከሩ ማድረግ፤  ፲፪. ከላይ የተጠቀሱት ዓላማዎች እንደተጠበቁ ሆኖ በውጭ ሀገር የሚገኙ አህጉረ ስብከትና በየደረጃው የሚገኙ የአጥቢያ አብያተ ክርስቲያናት መዋቅሮች ተቀዳሚ ተግባር ተተኪውን ትውልድ በኦርቶዶክሳዊት ተዋሕዶ ትምህርትና ሥነ-ምግባር ማነጽ እና ከሌሎች (ያላመኑ) ወገኖች ምእመናን እና ካህናትን ማፍራት ነው፡፡  ፲፫. የቤተ ክርስቲያኗን መብትና ጥቅም፣ ሕልውናዋን እንዲሁም የምእመናን ሁለንተናዊ ደኅንነትን በማናቸውም ሁኔታ በሀገሩ ሕግና ሥርዓት መሠረት ማስጠበቅና መከላከል፤	9. Allocating appropriate positions and  salaries to servants following their skills,  knowledge, and work experience, to the  extent that financial resources allow.  10.Establishing new churches in cities and  places with substantial Ethiopian Orthodox  Tewahedo followers, in adherence to the  Church's canonical laws and regulations.  11.Strengthening the organizational and  administrative structure of dioceses  worldwide through the implementation of  directives and decisions from the Holy  Synod and the Patriarchate, coordinated by  the Department of Foreign Relations of the  Patriarchate.  12.Prioritizing the Orthodox Tewahedo  education and ethical upbringing of the  future generation, producing believers and  clergy from non-believing groups as the  primary task of dioceses and local churches  at all levels in foreign countries.  13.Upholding and advocating for the church's  rights, dignity and safety as well as the  entire well-being of the faithful according  to the laws and regulations of the respective  host country.
አንቀጽ ፯   የሰበካ መንፈሳዊ ጉባኤ ተግባር እና ኃላፊነት     ከሀገር ውጭ ያለ ሰበካ መንፈሳዊ ጉባኤ ዓላማውን  ለመፈጸምና ለማስፈጸም የሚከተሉትን ተግባራት  ያከናውናል፡፡	Article 7  The Duties and Responsibilities of the  Parish Spiritual Council  The Parish Spiritual Council established  outside the country is entrusted with the  following responsibilities to fulfill its mission:

፩. የእግዚአብሔርን ወንጌለ መንግሥት መስበክና ትምህርቱንም ለዓለም ሁሉ ማስፋፋት፣  ፪. የቤተ ክርስቲያንን መንፈሳዊ (አብነት) እና ዘመናዊ ትምህርት ቤትን ማቋቋምና ማደራጀት፣  ፫. መንፈሳዊና ማኅበራዊ አገልግሎትን ለካህናት፤ ለሊቃውንት፤ ለአገልጋዮች እና ለምእመናን ሁሉ ማዳረስ፣  ፬. የሰንበት ትምህርት ቤትን ማቋቋም፤ ማደራጀት፤ ማጠናከር እና ማስፋፋት፣  ፭. ለቤተ ክርስቲያን መንፈሳዊ እና አስተዳደራዊ አገልግሎት አስፈላጊ የሆኑትን ሁሉ ማሟላት፣  ፮. ቤተ ክርስቲያኒቱን መንፈሳዊና አስተዳደራዊ በሆነ በተደነገገ ሕግና ሥነ ሥርዓት በአግባቡ መምራት፣  ፯. ቤተ ክርስቲያንን በሀብትና በንብረት ራሷን እንድትችል ማድረግ፣  ፰. የቤተ ክርስቲያናችን የሚዳሰሱና የማይዳሰሱ ማናቸውም ሀብትና ንብረት እንዳይባክን ከመንበረ ፓትርያርክ ጠቅላይ ቤተ ክህነት ጋር በመተባበር በሀገር ውስጥና ከሀገር ውጭ ተመዝግቦ እና ተጠብቆ እንዲያዝ፤ እንዲለማና እንዲያድግ ማድረግ፣  ፱. ሕገ ቤተ ክርስቲያን በሚፈቅደው መሠረት ከበላይ የሚሰጡትን ሕግጋት፣ ደንቦች፣ መመሪያዎች፣ ትእዛዞችና ውሳኔዎች መፈጸምና ማስፈጸም፣  ፲. በቅርብም ሆነ በሩቅ የሚገኙ ሰበካ መንፈሳውያን ጉባኤያት እርስ በርሳቸው ተባብረውና ተረዳድተው እንዲሠሩ የተቻለውን ሁሉ ማድረግ፣  ፲፩. እንደአስፈላጊነቱ ልዩ ልዩ የምግባረ ሠናይ ድርጅቶችን ማቋቋምና አገልግሎታቸውን ማፋጠን፣  ፲፪. የሕንጻ ሥራ፣ እድሳት፣ ጥገናና የመሳሰሉት ሥራዎች ሁሉ ወቅቱን ጠብቀው የሚፈጸሙበትን

1. Spreading the teachings of Gospel, the  kingdom of God to the entire world.  2. Establishing and managing the spiritual and contemporary/public church schools.  3. Providing spiritual and social services to  priests, scholars, servants, and all the  faithful.  4. Founding, supporting, organizing and  intensifying Sunday schools   5. Addressing all demands of the spiritual and  administrative services of the church.  6. Guiding the church according to the  officially acknowledged spiritual and  administrative rules and regulations.  7. Promoting the self-sufficiency of the  church in terms of wealth and assets.  8. Registering and safeguarding all tangible  and intangible church properties both  domestically and internationally in  collaboration with the Patriarchate while  fostering growth and development through  proper registration and inventory.  9. Executing the laws, regulations, directives,  orders, and decisions issued by superiors in  compliance with the Church's Constitution.  10.Encouraging mutual cooperation and  assistance among Parish Spiritual Councils of nearby and distant parishes.  11.Establishing charity organizations as  needed and facilitating their services.

ዕቅድና መርሐ ግብር ማዘጋጀት፣ በተግባር መዋላቸውንም መቈጣጠር፣  ፲፫. የኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን እምነት ተከታዮች ካህናት፤ሊቃውንት፤መምህራንና ምእመናን ብዛት የሰበካውን ቋሚ እና ተንቀሳቃሽ ንብረት፤ ገንዘብ፣ ገቢና ወጪ የመሳሰሉትንም አኃዛዊ መረጃዎች በወቅቱ እየመዘገቡ ለሚመለከታቸው በሪፖርት እንዲገለጽ ማድረግ፣  ፲፬. በዚህ ደንብ እና በቃለ ዐዋዲው መሠረት ማናቸውንም ቤተ ክርስቲያንን የሚመለከት ጉዳይ መፈጸምና ማስፈጸም፣  ፲፭. በዚህ አንቀጽ ከንዑስ አንቀጽ ፩-፲፬ የተዘረዘሩትን ተግባራት በቅድሚያ እያጠና ተገቢውን ማድረግና አስፈላጊም ሆኖ ሲገኝ ጉዳዩ ከሚመለከታቸው ግለሰቦችና ድርጅቶች ጋር እየተነጋገረ መፈጸምና ማስፈጸም፡፡  ፲፮. ዓመታዊ ዝርዝር የድርጊት አፈጻጸም እቅድ መርሐ ግብር በመንደፍ በዚሁ አግባብ ተጠያቂነት ባለው አግባብ መንፈሳዊ ኃላፊነትን መወጣት፤  ፲፯. የሰበካ መንፈሳዊ ጉባዔ በቃለ ዓዋዲው ከተቀመጠው የጠቅላላ ጉባዔ ጊዜ በተጨማሪ በቅዱስ ሲኖዶስ በሚወሰነው ተጨማሪ የመሰብሰቢያ ጊዜ በሀገረ ስብከታቸው ሥራ አፈጻጸም ግምገማ እና የልምድ ልውውጥ ለማድረግ በዓመት ከ፫/ሦስት/ ላላነሱ ጊዜያት ኅብረት እና ጉባዔ በማድረግ የቤተ ክርስቲያንን መብትና ጥቅም ለማስጠበቅ በጋራ መሥራት፤

12.Developing plans and schedules for  construction, renovation, maintenance, of  church buildings and similar activities as  well as controlling their implementations.  13.Maintaining accurate records of the number of  clergy, scholars, teachers, and laity of the  Ethiopian Orthodox Tewahedo Church.  Inventory of fixed and movable assets,  finances, income, and expenses of the Parish  and provide timely reports to relevant parties.  14.Carrying out and implementing any matter  related to the Church in alignment with this  Bylaw and Qale-Awadi.  15.Initiating, executing, and enforcing  activities as outlined in subsections 1-14.  Engaging with concerned individuals and  organizations as needed to discuss and  address relevant matters.  16.Drafting annually detailed action plan  schedule to fulfil spiritual responsibilities  accountably.  17.Organizing at least three annual gatherings,  in addition to the General Assembly  scheduled in the Qale-Awadi, by the  Diocese Administrative Council as  directed by the Holy Synod to examine the  work performance, exchange experiences,  and collaborates to protect the church's  rights and interests.

The General Parish Spiritual Assembly of  the Patriarchate

አንቀጽ ፲  የንብረት ባለቤትነትና የባለ አደራ አስተዳደር   ፩. በውጭ ሀገር የሚገኙ የአጥቢያ አብያት ክርስቲያናት ንብረት የሆኑና ከሕንፃ ቤተ ክርስቲያኑ ጀምሮ በውስጡ የሚገኝ ማናቸውም ተንቀሳቃሽና ቋሚ ንብረቶች እና በአጥቢያ አብያት ክርስቲያናቱ ስም በባንክ የሚገኝ ገንዘብ፤ በቤተ ክርስቲያኒቱ ስም በተለያየ የልማት ተቋማት እና በአደራ በሌላ ቦታ የሚገኙ ማናቸውም ንብረቶች የኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን ንብረቶች ናቸው፡፡  ፪. በልዩና እና አስገዳጅ በሆነ ሁኔታ ካልተፈቀደ በቀር የቤተ ክርስቲያንን ማናቸውም ሀብትና ንብረት አስይዞ መበደርም ሆነ ማዘዋወር አይቻልም፡፡ ሆኖም ግን በልዩ ሁኔታ ሲፈቀድ የአጥቢያውን መንፈሳዊ አገልግሎት ለማሻሻል እንደ ሕንፃ ቤተ ክርስቲያን ያሉ ቋሚ ንብረቶችን በማስያዝ ገንዘብ ለመደበር ወይም በማናቸውም መልኩ ለማዘዋወር ቢያስፈልግ የአጥቢያው ሰበካ ጉባኤ አባላት ምዕመናን ሦስት ዐራተኛው አባላት ሲስማሙ እና በሀገረ ስብከቱ እውቅና እና ስምምነት አግኝቶ በመንበረ ፓትርያርክ ጠቅላይ ቤተ ክህነት ይሁኝታ ሲያገኝ ብቻ ብድሩ ወይም ዝውውሩን መፈጸም ይቻላል። የብድር ወይም ዝውውር ሂደቱ የሚፈጸመው በሀገረ ስብከቱ ሊቀ ጳጳስ እና በአጥቢያው ደብር አስተዳዳሪ የጣምራ ፊርማ ብቻ ነው፡፡  ፫. የአጥቢያውን ማንኛውንም ንብረት በተመለከት በምዕመናን መካከል በሚፈጠር አለመግባባት የሀገረ ስብከቱ ሊቀ ጳጳስ ከሀገረ ስብከቱ ሰበካ መንፈሳዊ ጉባዔ አስተዳደር ጋር ጉዳዩን በማጥናት ለቅዱስ ሲኖዶስ ቀርቦ ተገቢውን ውሳኔ ያሰጣል። አፈጻጸሙም በመንበረ ፓትርያሪክ ጠቅላይ ቤተ ክህነት በኩል በሀገረ ስብከቱ እንዲፈጸም ይደረጋል፡ ፡  ፬. በዚህ አንቀጽ ንኡስ አንቀጽ ፩ የተጠቀሰው ማንኛውም ዓይነት የአጥቢያ አብያተ ክርስቲያናት ንብረት፣ አጥቢያው ቤተ ክርስቲያን አገልግሎት መስጠት በቋሚነት ቢያቆም፣ ንብረቱ በሙሉ አጥቢያው የሚገኝበት ሀገረ ስብከት ይሆናል። ይህም በእያንዳንዱ አጥቢያ ቤተ ክርስቲያን እንደአስፈላጊነቱ በሀገሩ ሕግ መሠረት በሚዘጋጀው

Article 10  Ownership and Management of Church  Property  1. All movable and immovable assets,  including church buildings, deposits in bank  accounts, development institutions, and  properties held in trust by local parish  churches outside of Ethiopia shall be  considered the property of the Ethiopian  Orthodox Tewahedo Church.  2. No assets or properties of the church may be  used to borrow or transfer without specific  and binding approval. However, in cases  where reserving or transferring funds is  necessary for the improvement of the parish  spiritual service, borrowing can only occur  with the agreement of at least three-fourths  of the total local parish members, and the  consent of the diocese and the Patriarchate.  The loan or transfer can only be initiated  with the joint signatures of the Archbishop  of the diocese and the local parish  administrator.  3. Any disputes among parishioners concerning  the property of the local parish church, it will be  examined by the archbishop of the diocese in  collaboration with the diocesan spiritual council  and presented to the Holy Synod for an issuance  of an appropriate decision. Implementation of  the decision will be carried out by the diocese  through the Patriarchate.  4. In the event that a local church permanently  ceases to exist and terminates its services, all its  properties mentioned in subsection-1 of this  article shall be transferred to the diocese in  which the local church is located. The local  church shall clearly state the following in its  special appended internal regulations, as per the

laws of the country: "In the event that this local  church, whether in its current legal form or  dissolved, discontinues its existence for any  reason, all of its assets, both movable and  immovable, any deposit held in bank accounts  or any other financial institutions, shall become  the property of the diocese where this local  church is situated. This includes spiritual  institution registered as a non-profit entity  under the laws of the host country, becoming an  asset of the diocese of Ethiopian Orthodox  Tewahedo Church."

ክፍል ፫  የውጭ ሀገር ሀገረ ስብከትና አጥቢያ አብያት  ክርስቲያናት ልዩ አባሪ ውስጠ ደንብና ሕጋዊ  እውቅና   አንቀጽ ፲፩   ፩.የሀገረ ስብከት እና አጥቢያ አብያተ ክርስቲያናት  ልዩ አባሪ ውስጠ ደንብ   ሀ. አጥቢያ አብያተ ክርስቲያናት በሚገኙበት ግዛት መንግሥታዊ መመሪያዎች መሠረት ወይም የውስጥ አሠራሮችን ለማሻሻል በአጥቢያው አባላት እና በሀገረ ስብከቱ ፈቃድ ሲያገኝ የዚህ መተዳደርያ ደንብ አባሪ ልዩ ውስጠ ደንብ ሊኖራቸው ይችላል።  ለ. በዚህ አንቀጽ ንኡስ አንቀጽ ሀ ላይ የተገለጸው እንዳለ ሆኖ አብያተ ክርስቲያናት የሚመሩበት ልዩ አባሪ ውስጠ ደንብ የኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያንን እምነትና ሥርዓት የጠበቀና በቅዱስ ሲኖዶስ በተለያዩ ጊዜያት የሚወጡ ሕግጋት፤ ደንቦችና መመሪያዎች ጋር ያልተጣረሰና አብያተ ክርስቲያናቱ ከተቋቋሙበት ሀገር ሕግ ጋር የተገናዘበ ይሆናል።  ሐ. እንደየሀገሩ የሕግ ሥርዓት መሠረት እንደአስፈላጊነቱ አጥቢያ አብያት ክርስቲያናት በሚኖሩበት ግዛት ዕውቅና የሚያገኙበት እና ማንኛውም ልዩ አባሪ ውስጠ ደንብ ከቤተ ክርስቲያኒቱ ሕገ ቤተ ክርስቲያን፤ ደንቦችና መመሪያዎች ጋር የማይጋጭ እና በዚህ ደንብ መሠረት በሀገረ ስብከቱ ሥር የተቋቋመ መሆኑን በመግቢያው ማመልከት ይኖርበታል፡፡  መ. የአጥቢያ አብያት ክርስቲያናት ልዩ አባሪ ውስጠ ደንብ ቅዱስ ሲኖዶስ በሚያወጣው ሕግጋት፤ ደንቦች እና መመሪያዎች በሚደረጉ ማሻሻያዎች ወይም በሀገረ ስብከቱ መመሪያ በሚደረግ ማሻሻያ ወይም በአጥቢያው ቤተ ክርቲያን አባላት ፫/፬ኛ ድምጽና በሀገረ ስብከቱ ሊቀ ጳጳስ ፈቃድ ሊሻሻል ወይም ሙሉ በሙሉ ሊሻርና በሌላ መመሪያ ሊተካ ይችላል። ሆኖም ግን ይህ ማሻሻያ በማናቸውም

Section 3  Special Annex Internal Rules for Dioceses  and Parish Churches abroad, and its Legal  Recognition  Article 11  1. Dioceses and Local Churches' Special  Annex Internal Rules  A. Local churches may establish Special  Internal Rules according to the host  government Policy or with the approval of  Parish members and the diocese to improve  their internal functions.  B. Notwithstanding with Subsection-A of this  article, the Special Annexes Internal Rule to  administer the churches, must safeguard the  Doctrine and Canonical order of the Ethiopian  Orthodox Tewahedo Church and it shall not  contradict the rules and regulations issued by  the Holy Synod at various times, and shall be  in consistent with the Host Countries’ Policy.  C. As required by the legal system of each  country, local parish churches are  recognized within the host countries and  any special annex to the church's  constitution. This recognition should be  stated at the Preface, affirming that it  complies this Bylaw and it is established  and under the diocese.  D. The special annexes of local parish  churches, may be amended or entirely  replaced by another rule, by the rules and  regulations issued by the Holy Synod, or by  amendments directed by the Diocese, or by  the vote of at least 3/4th members of the  Parish church and by the approval of the  archbishop of the diocese. However, in no

ሁኔታ በቅዱስ ሲኖዶስ የወጡና የሚወጡ ሕግጋትን፤ ደንቦችንና መመሪያዎችን በተቃረነ መንገድ ሊሻሻል አይችልም፡፡ ይህ ሆኖ ከተገኘም ማሻሻያው እንዳልተደረገ ይቆጠራል፡፡  ፪. የውጭ ሀገር ሀገረ ስብከት እና የአጥቢያ ቤተ  ክርስቲያን ሕጋዊ ዕውቅና   ሀ. ሀገረ ስብከት እና አጥቢያ ቤተ ክርስቲያን በየራሳቸው በኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን ስም በየሀገራቱ መንግሥታዊ መዋቅር ከሀገር ውስጥ ገቢ የቅጥር መለያ ቁጥር ያወጣል፡፡ በዚህ መለያ ቁጥርም የሃይማኖት ተቋማት ሊያገኙ የሚገባቸውን ከግብር ነጻ መሆናቸውን የሚያረጋግጥ ሰነድ ለማግኘት ተገቢውን ማመልከቻ ያስገባሉ።  ለ. ሀገረ ስብከትና አጥቢያ ቤተ ክርስቲያን በየራሳቸው በሚገኙበት ግዛት /ክፍለ ሃገር/ በሃይማኖት ተቋም ወይም ድርጅትነት ይመዘገባሉ።  ሐ. ሕገ ቤተ ክርስቲያን፤ ይህ ደንብ፤ ቃለ ዐዋዲ እና እንደአስፈላጊነቱ የአጥቢያ ቤተ ክርስቲያኑ ልዩ አባሪ ውስጠ ደንብ ይፋዊ በሆነ በእንግሊዝኛና እንደየሀገሩ በሌሎች የውጭ ሀገራት ቋንቋዎች ተተርጉሞ ለምዝገባ ከሚቀርበው ማመልከቻ ጋር በአባሪነት እንዲቀርብ መደረግ አለበት።  መ. አጥቢያ አብያተ ክርስቲያናት ከሚያገኙት ዓመታዊ ገቢ ተገቢው የህንጻ ኪራይ ወይም የባንክ እዳ ተቀናሽ ተደርጎ በቃለ ዐዋዲው በተደነገገው መሠረት ፐርሰንት የመክፈል ግዴታ አለባቸው፡፡	case shall such an amendment contradict  the laws, regulations and orders issued or to  be issued by the Holy Synod; if such  happens, the amendment shall be nullified.  2. Legal Recognition of Foreign Dioceses  and Local Churches  A. Dioceses and local parish churches shall obtain an employment identification  number from the relevant revenue authority  in each host country in the name of  Ethiopian Orthodox Tewahedo Church.  With this identification number, they may  apply for tax-exempt status which is  applied for religious institutions.  B. Dioceses and parish churches shall be registered as religious institutions or  organizationsin their respective host country.  C. The Constitution of the Church, this Bylaw,  and the Qale-Awadi and the Special Annex  Internal Rule must be must be translated  into English or other relevant languages and  attached as part of the submitted  registration application.  D. Local churches must allocate a percentage  of their annual income, after deducting  building rent or bank debt as specified in  the agreement.
አንቀጽ ፲፪   በሀገረ ስብከቱ ሥር የሚቋቋሙ ልዩ ልዩ የክፍል  ኃላፊዎችና ድርጅቶች      በሀገረ ስብከቱ የሚቋቋሙ ልዩ ልዩ የክፍል ኃላፊዎችና ድርጅቶች በሕገ ቤተ ክርስቲያን፤ በቃለ ዐዋዲ፤ በሌሎች ሕግጋትና ደንቦች መሠረት እውቅና የተሰጣቸው ሁሉ በተመሳሳይ ተፈጻሚ ይሆናሉ፡፡	Article 12  Various Departments and Organizations  Established Under the Diocese  All section heads and working units formed by  the Diocese, as well as all other sections  recognized by the Church’s Constitution, Gale  Awadi, shall be applicable in the Bylaw.

ክፍል ፬   ስለ አገልጋዮች እና ምእመናን መብትና ግዴታ     አንቀጽ ፲፫  የካህናትና የልዩ ልዩ አገልጋዮች መብትና ግዴታ     ፩. የአጥቢያ ቤተ ክርስቲያን ካህናት መብትና ግዴታን በተመለከተ “የቅድስት ቤተ ክርስቲያንን አንድነትና አስተዳድር ለማጠናከር በ፳፻፱ ዓ.ም ለዐራተኛ ጊዜ ተሻሽሎ በወጣው ቃለ አዋዲ አንቀጽ ፷ “የሰበካው ቤተ ክርስቲያን አገልጋይ ካህናትና ልዩ ልዩ ሠራተኞች መብትና ግዴታ” የሚለው እንደተጠበቀ ሆኖ የሚከተሉትን ያጠቃልላል።  ሀ. የአጥቢያ ቤተ ክርስቲያን አገልጋይ ካህናት ተጠሪነታቸው ለአገልግሎት በተመደቡበት ወይም በሚመደቡበት ቤተ ክርስቲያን የሰበካ መንፈሳዊ ጉባዔ አስተዳደር ሲሆን፣ እንደነገሩ ሁኔታ እና አግባብነት ሃይማኖትንና ምሥጢራተ ቤተ ክርስቲያንን በተመለከተ እንዲሁም ከአቅም በላይ የሆነ ጉዳይ ሲያጋጥም ለሀገረ ስብከቱ ሊቀ ጳጳስ ይሆናል።  ለ. የአጥቢያ ቤተ ክርስቲያን ዋና ካህን ወይም አስተዳዳሪ ተጠሪነቱ ለሀገረ ስብከቱ ሊቀ ጳጳስ ሲሆን፣ ሌሎች አገልጋይ ካህናት ግን ተጠሪነታቸው ለደብሩ የሰበካ መንፈሳዊ ጉባዔ ጽ/ቤት ይሆናል።  ሐ. አንድ አገልጋይ ካህን በቋሚነት በሚያገለግልበት ቤተ ክርስቲያንና በጊዜያዊነት ለአገልግሎት በሄደበት ቤተ ክርስቲያን ችግር ቢገጥመው መዋቅሩን ጠብቆ ጉዳዩ በሰበካ ጉባዔው መፍትሔ እንዲያገኝ ይደረጋል። ጉዳዩ በሰበካ ጉባዔው መፍትሔ ካላገኘ በወረዳ ቤተ ክህነቱ በኩል ተጠንቶ በሀገረ ስብከቱ ሊቀ ጳጳስ ውሳኔ ያገኛል።  መ. አገልጋይ ካህናትና ዲያቆናት አገልግሎት ከመጀመራቸው በፊት ለአገልግሎት የሚያበቃቸውን የኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን የትምህርት ደረጃ ያሟሉ ለመሆናቸው ሕጋዊ የትምህርትና የሥልጣነ ክህነት ማስረጃ

Section 4  Rights and Duties of Servants and Laity  Article 13  Rights and Duties of Clergy and Other  Servants  1. Regarding the rights and duties of Parish  church priests: preserving those specified in  the fourthly amendment of the Gale Awadi in the year 2016/17, under Article-8 the  "Rights and Duties of Priests and Various  Staffs of the Parish Church" the following  shall be also included:  A. Priests of parish church shall be accountable to the leadership of the Parish Spiritual Council of the church where they are assigned or to be  appointed to serve; according to the situation  and relevance related to religion and  sacraments of the church as well as in cases of  force majeure, they may be accountable to the  Diocese Archbishop.  B. The head priest or administrator of the Parish  church is accountable to the Diocese  Archbishop, while as the accountable of other  serving priests shall be to the office of the  Parish Spiritual Council.  C. If any clergy faces an issue within the church  where he serves permanently and temporarily,  the matter shall be resolved through the Parish  Council, based on the structure. If the matter  remains unresolved in the Parish Council, the  district parish will investigate, and a decision  will be made by the archbishop of the diocese.  D. Priests and deacons are required to provide  valid evidence of their Ethiopian Orthodox  Tewahedo Church clerical education and  priesthood that will enable them to serve  before commencing their service to the

ለሚያገለግሉበት ቤተ ክርስቲያን ሰበካ ጉባዔና ለሀገረ ስብከቱ ሊቀ ጳጳስ ማቅረብ ይጠበቅባቸዋል።  ሠ. በሀገረ ስብከቱ መዋቅር ሥር ባሉት አብያተ ክርስቲያናት የሚያገለግሉ ካህናት ከሚያገለግሉበት ቤተ ክርስቲያን ወደ ሌላ ቤተ ክርስቲያን ለአገልግሎት በሚንቀሳቀሱበት ጊዜ የአስተዳደር መዋቅሩን በመከተል ከአጥቢያው አስተዳደር ክፍል እንዲሁም ለአገልግሎት ከሚሄዱበት አጥቢያ አብያተ ክርስቲያናት አስተዳደር ክፍል ፈቃድ ማግኘት አለባቸው። በየደረጃው ካሉ የቤተ ክርስቲያን የአስተዳደር አካላት ዕውቅና እና ፍቃድ ውጭ አገልግሎት መስጠት አይፈቀድም:: ይህንን ድንጋጌ ጥሶ በማን አለብኝነት ለማገልገል የሚሞክር አገልጋይ ላይ ሀገረ ስብከቱ ተገቢ ነው ብሎ ያመነውን የእርምት እርምጃ በሠራተኞች አስተዳደር ደንብ መሠረት ይወስናል፡፡  ፪. የካህናት ምርጫ   ሀ. በሀገረ ስብከቱ ሥር የተቋቋሙ እና የሚቋቋሙ አጥቢያ አብያተ ክርስቲያናት አገልጋይ ካህናትን ለማስመጣትና ለአገልግሎት የሚመረጡ በሚፈልጉበት ጊዜ ለሀገረ ስብከቱ ሊቀ ጳጳስ ያሳውቃሉ። የሀገረ ስብከቱ ሊቀ ጳጳስም የሚመደቡትን አገልጋይ ካህናት እውቀት፤ ሙያ፤ ልምድ፤ ክብረ ክህነት፤ ሥነ ምግባርና መንፈሳዊ ሕይወት በማጥናትና ከደብሩ የሰበካ መንፈሳዊ ጉባዔ አባላት ጋር በመመካከር በቀረበው ጥያቄ መሠረት ሲያምንበት ለመንበረ ፓትርያርክ ጠቅላይ ቤተ ክህነት በማሳወቅ ያጸድቃል።  ለ. ለቅጥር አገልግሎት የታጨ ካህን የክህነቱ ማረጋገጫ እና ማንኛውም የድጋፍ ሰነዶች ለሀገረ ስብከቱ ሊቀ ጳጳስ አገልግሎቱ በሚሰጥበት አጥቢያ ቤተ ክርስቲያን በኩል መቅረብ አለበት።  ሐ. በማንኛውም አጥቢያ አብያተ ክርስቲያናት የዲቁና ወይም የቅስና ሥልጣነ ክህነት የሚሰጠው በሀገረ ስብከቱ ሊቀ ጳጳስ ፈቃድ ብቻ ነው።

Parish Council of the church where they  serve and to the archbishop of the diocese.  E. Priests who serve in churches within the  diocesan structure, when they travel from  one parish church to another parish for  service, they must adhere to the structure  and obtain permission from the proper administration of the Parish Churches they  intend to travel and to serve. It is prohibited  to provide services without the approval  and permission of Church's  Administrations at all levels. The Diocese  shall establish appropriate corrective  measures for priests who violate this rule and attempt to serve, based on the Rules for  Workers’ Administration.  2. Appointments of Priests  A. Local churches established under the Diocese  will inform the Archbishop of the Diocese  when they require the selection and  appointment of priests. The Archbishop of  the diocese shall assess the qualifications,  skill, and experience, and pastoral status,  moral and spiritual life of the nominee;  consult with the members of the Parish  Spiritual Council before approving. After  that the Archbishop will notify the  Patriarchate and approve the nomination.  B. A priest candidate must provide proof of his  clerical and supporting documentation to  the Archbishop of the diocese through the  local church where he serves.  C. Ordination to the rank of deacon hood or  priesthood is only granted with the  permission of the Archbishop of the  Diocese in any local Parish Church.

መ. በማንኛውም አጥቢያ ቤተ ክርስቲያን በቅጥር የሚያገለግል ካህን ያለ ሊቀ ጳጳሱ ፈቃድ ከኃላፊነቱ መነሳት አይችልም።  ሠ. በአጥቢያ አብያተ ክርስቲያናትና በአገልጋይ ካህናት (ካህን) መካከል አለመግባባት ሲፈጠር በሀገረ ስብከቱ ጽ/ቤትና ከወረዳው ቤተ ክህነት የተወከለ ችግሩን በማጥናት በሰላም እንዲፈታ የሚያደርግ የሰላም ልዑክ በቅድሚያ ይላካል። በሀገረ ስብከቱ ተወክለው በተላከው የሰላም ልዑክ የተፈጠረው ችግር በሰላም መፈታት ካልተቻለና የችግሩ መነሻና ባለቤት አገልጋይ ካህናት (ካህን)  ሆነው ከተገኙ የሀገረ ስብከቱ ሊቀ ጳጳስ ከደብሩ የሰበካ መንፈሳዊ ጉባዔ አባላትና ባለድርሻ አካላት ጋር በመመካከር መፍትሄ እና ተገቢውን የመጨረሻ አስተዳደራዊ ውሳኔ ይሰጣል። ይህንንም ለመንበረ ፓትርያርክ ጠቅላይ ቤተ ክህነት በደብዳቤ ያሳውቃል፡፡  ፫. የአገልጋይ ካህናት፤ ሊቃውንት፤ መምህራንና  ሰባኪያነ ወንጌል መብት      ሀ. በማንኛውም ቤተ ክርስቲያን አገልግሎት የሚሰጡ ካህናት፣ ሊቃውንት፣ ሰባኪያነ ወንጌል እንደየ አገልግሎታቸው መጠን፣ የአገልግሎት ዘመንና እንደየ ሙያቸው፣ ደመወዝ የማግኘት ሕጋዊ መብት አላቸው። ሆኖም ደመወዝ የማግኘቱ መብት በፈቃደኝነት በትሩፋት የሚያገለግሉትን አይመለከትም።  ለ. አገልጋይ ካህናት ሕግ በሚፈቅደው መሠረት የዓመትና የሕመም ፈቃድ የማግኘት መብታቸው የተጠበቀ ነው ።  ሐ. በማንኛውም ደብር አገልግሎት የሚሰጥ አገልጋይ ካህን ወይም ሠራተኛ እንደሚያበረክተው የአገልግሎት መጠንና እንደየሙያው ብቃት በሕጉ መሠረት የየደብሩን ዓቅም ያገናዘበ ወጥነት ባለው አሠራርና መመሪያ መሠረትነት የደመወዝ ጭማሪ የማግኘት መብት አለው።

D. No priest serving in a local church can be  removed from his position without the  permission of the Archbishop.  E. In case of disputes between local churches  and serving priests, a peace delegate,  assigned by the diocese that representing  District office, will be sent first to  investigate and resolve the issue amicably.  If the problem persists by the delegate, and  it is determined that the priests are the  source of the problem, the Archbishop of  the diocese will consult with the members  of the Parish Spiritual Council and other  stakeholders and take the appropriate final  administrative actions. This decision will  be communicated to Patriarchate formally  in written note.  3. Rights of the Clergy, Scholars, and  Preachers  A. Priests, scholars, and preachers serving in  any church have the legal right to receive a  salary commensurate with their service  status, service period, and vocation. This  right does not apply to those who serve  voluntarily.  B. Servant priests are entitled to their annual  and sick leave as granted by applicable law.  C. Priests and employees serving in any parish  have the right to receive salary increases based  on their level of service and qualifications.  These increases should adhere to the law and  the established procedures and guidelines,  which take into account the capacity of each  parish.

መ. ከአጥቢያ ቤተ ክርስቲያን ጀምሮ እስከ መንበረ ጵጵስና ሀገረ ስብከት በየደረጃው በሚገኙ ት/ቤቶች የሚያስተምሩ መምህራን የአገልግሎት ዓቅማቸው እስካልደከመ ድረስ በዕድሜ ገደብ በጡረታ ሳይገለሉ ማስተማራቸውን ይቀጥላሉ ።  ሠ. ማንኛውም የደብር አስተዳዳሪም ሆነ አገልጋይ ካህን፣ ከሥራና ከደመወዝ የሚያሳግድ ጥፋት መፈጸሙ ሳይረጋገጥና በሀገረ ስብከቱ ሊቀ ጳጳስ ተመርምሮ ውሳኔ ባልተሰጠበት ጉዳይ፣ ከሥራና ከደመወዝ ሊታገድ አይችልም።  ረ. ከደመወዝ ማገድም ሆነ ከሥራ ማሰናበት፣ የሀገረ ስብከቱ ሊቀ ጳጳስ መብትና ሥልጣን ነው።    ሰ. በተመደበበት ቦታ ጥፋት የፈጸመ የደብር አስተዳዳሪ ወይም አገልጋይ ወይም ሠራተኛ፣ በማስረጃ የተረጋገጠ ጥፋት ሲገኝበት በሊቀ ጳጳሱ ታይቶ ውሳኔ ይሰጥበታል።  ፬.የአገልጋይ ካህናት፤ ሊቃውንት፤ መምህራን እና  ሰባኪያነ ወንጌል ግዴታ   ሀ. አገልጋይ ካህናት ተጠሪነታቸው ለደብሩ አስተዳዳሪ ቢሆንም፣ ከደብሩ ሥራ አስፈጻሚ ኮሚቴ የሚሰጣቸውን አስተዳደራዊ መመሪያ የመቀበልና ለተቀጠሩበት መንፈሳዊ ሥራና አገልግሎት በሙሉ ኃይልና ችሎታ የማከናወን ኃላፊነትና ግዴታ አለባቸው።  ለ. እያንዳንዱ ካህን የንስኃሓ ልጆቹን የማስተማርና በሰበካ ጉባኤ የማስመዝገብ፣ ለሥጋ ወደሙ ማብቃት፤ የተመደበውን ወርኀዊም ሆነ ዓመታዊ ክፍያ በወቅቱ እንዲከፍሉ የማትጋትና የማስተባበር ኃላፊነትና ግዴታ አለበት።  ሐ. ከጥምቀት እስከ ጸሎተ ፍትሐት ድረስ ያለውን  አስፈላጊውን መንፈሳዊ አገልግሎት ሁሉ ለምእመናን መስጠት የካህናት ግዴታና ኃላፊነት ነው።

D. Teachers at all levels, from the local church  to the diocese, have the right to continue  teaching without being subjected to age based retirement, provided they are able to  continue their service.  E. Any Administrator of a Parish Church or  serving priest cannot be suspended from  their service and salary without a valid  reason of offense, and the decision has not  been made by the diocesan archbishop.  F. The authority to suspend salary or dismiss  is limited to the Archbishop of the diocese.  G. If a Parish Administrator, a serving priest, or  an employee commits an evidenced offense in  their designated role, the Archbishop will  investigate and decided on it.   4. Duties of the Clergy, Scholars, Teachers,  and Preachers  A. Serving priests, while being accountable to  the parish administrator, they are demanded  to carry their duties and obligation  receiving administrative orders from the  Parish Executive Committee to the best of  their abilities.  B. Each priest is obligated to educate and  register their penitent spiritual children in  the Parish Spiritual Council, enable them to  partake the Eucharist, to pay the monthly  parish contribution on time.  C. Priests are entrusted with the duty and  responsibility of delivering all necessary  spiritual services to the faithful, including  all rites from baptism to prayer of death.

መ. እያንዳንዱ ካህን ወይም ሠራተኛ በሕገ ቤተክርስቲያን መሠረት የቤተ ክርስቲያንን ሥርዓት ጠብቆ የማስጠበቅ በአጠቃላይም ክብረ ክህነትን በመጠበቅ ቤተ ክርስቲያንን ከሚያስነቅፍ ተግባር ሁሉ የመራቅ ግዴታ አለበት።      ሠ. የቤተ ክርስቲያን አገልጋይ ካህናትና ልዩ ልዩ ሠራተኞች፣ የተመደቡበትን ሥራ በትክክል የማከናወን፣ ሥራውን በሚመለከትም ለበላይ የመታዘዝና መመሪያን የመቀበል፣ ግብረ ገብ መሆንና ቅን አገልግሎትን የመስጠት፣ ሥራንና የሥራ ሰዓትን የማክበር ግዴታ አለባቸው     ረ. ምእመናንንና ወጣቶችን ከባዕድ ሃይማኖት ለመጠበቅ፣ ጠንክሮ ማስተማርና መምከር፣ የካህናት ቋሚ ሥራና ኀላፊነትና ነው።  ሰ. በሕመም ወይም በእክል ምክንያት ካልሆነ በቀር ማንኛውም ካህን ሥራ ፈትቶ መቀመጥ የለበትም ።     ሸ. እያንዳንዱ የቤተ ክርስቲያን አገልጋይ ካህን፤ሊቅ፤ ሰባኬ ወንጌል፤ መምህር ወይም ሠራተኛ የተመደበበትን ሥራ በብቃትና በትጋት የማከናወን ግዴታ አለበት።	D. Based on the Church's Constitution, every  priest or worker carries the responsibility of  preserving the church’s order by upholding the  dignity of the priesthood, and abstaining from  activities that tarnish the church.  E. Church servants, priests, and various  workers are under the obligation to  diligently perform their designated tasks,  obey instructions of their superiors about  their work, must be conscientious, sincere,  punctual, and ethical.  F. Defending believers and youth from idolatry,  through solid education and counselling is  perpetual duty and responsibility of the priest.  G. Unless he is prevented by illness or  disability any Priest must not be idle.  H. Every church servant, a priest, scholar,  preacher, teacher, or employee, is required  to carry out their designated duties with  efficiency and conscientiousness.
አንቀጽ ፲፬   የምእመናን መብትና ግዴታ      ፩. የምእመናን መብት   በሕገ ቤተ ክርስቲያንና በሌሎች የቤተ ክርስቲያኒቱ  ሕግጋት፤ ደንቦችና መመሪያዎች ላይ የተጠቀሰው  መብት እንዳለ ሁኖ ማንኛውም   ሀ. በሰበካው ነዋሪ የሆነ በአጥቢያው ሰበካ ጉባኤ በአባልነት ታውቆ የተመዘገበና መታወቂያ ተሰጥቶት የአባልነት ግዴታውን ያሟላ ምእመን፣ ከቤተ ክርስቲያን ማግኘት የሚገባውን መንፈሳዊ አገልግሎት ሁሉ የማግኘት ያልተገደበ መብት አለው።	Article 14  Rights and Obligations of the Laity  1. Rights of the Laity:  Preserving the rights granted in the Church’s Constitution and other ecclesiastical laws,  believers enjoy the following rights:  A. Any Laity who is living around the parish,  officially recognized, and registered as  parish member by the Parish Council,  holding membership ID card by fulfilling  its duty, is entitled to receive all essential  spiritual services offered by the church.

ለ. ማንኛውም ምእመን በሥሩ የሚተዳደሩና ሥራ ሠርተው ራሳቸውን ያልቻሉ ቤተሰቦቹ ሁሉ መንፈሳዊ አገልግሎትን በነጻ እንዲያገኙ የማድረግ መብት አለው።  ሐ. በአጥቢያ ሰበካ ጉባኤ ያልተመዘገበና ተገቢውን ወርኃዊና ዓመታዊ መዋጮ ያልከፈለ ምእመን ከዚህ ዓለም በሞት ሲለይ፣ የኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን ምእመን መሆኑ በሚያውቁት ካህናት ከተረጋገጠና ቤተሰቦቹ ተገቢውን ክፍያ ከፍለው ጸሎተ ፍትሐት እንዲደርስለት ሲጠይቁ፣ አገልግሎት ይፈጸምለታል:     መ. እንግዳ ደራሽና ባይታዋር ሰው ቢሞት የሰበካ መንፈሳዊ ጉባኤ የአባልነት መታወቂያ፣ ወይም የኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን አባል መሆኑን የሚያረጋግጥ ሌላ ማስረጃ ከተገኘ ጸሎተ ፍትሐት በነጻ ይደረግለታል ።   ፪. የምእመናን ግዴታ   ሀ. ማንኛውም ምእመን፣ ለቤተ ክርስቲያን የሚከፍለው መዋጮ ሁሉ፣ ከእግዚኣብሔር የታዘዘ፣ በረከተ ሥጋና በረከተ ነፍስ የሚያስገኝ መጽሐፍ ቅዱሳዊና ክርስቲያናዊ ግዴታ መሆኑን አውቆ፣ ዓሥራቱንና የተመደበለትን ወርኀዊና ዓመታዊ መዋጮውን በወቅቱ መክፈል ይጠበቅበታል።  ለ. ማንኛውም ምእመን በአጥቢያ ቤተ ከርስቲያን መመዝገብ፣ በደብሩ የአባልነት መታወቂያን መያዝ፣ ቤተሰቡንና ልጆቹን በዝርዝር ማስመዝገብ፣ ልጆቹ በሰንበት ትምህርት ቤት ተመዝግበው የሃይማኖት ትምህርት እንዲማሩና ሥርዓተ ቤተ ክርስቲያንን እንዲጠብቁ ማድረግ፣ እንዲሁም አካለ መጠን የደረሱ ቤተሰቦቹ በየራሳቸው ተመዝግበው የአባልነት መታወቂያ እንዲይዙ የማድረግ ግዴታና ኀላፊነት አለበት።  ሐ. ማንኛውም ምእመን ሕግጋተ ቤተ ክርስቲያንን የሚተላለፍ፣ ሥርዓተ ቤተ ክርስቲያንን ነቅፎ የሚያስነቅፍ፣ ክብረ ቤተ ክርስቲያንን ደፍሮ የሚያስደፍር መሆን የለበትም።

B. Every believer has the right to provide free  spiritual services to dependent family  members who are not employed and not  self-sufficient under him.  C. In the event when an unregistered lay member  who has not paid the requisite monthly and  annual contributions passes away, the funerary  prayers shall be performed after a priest  verified that the departed person is indeed a  faithful of Ethiopian Orthodox Tewahedo and  pay the required fee.  D. If a solitude stranger passes away, funerary  prayers shall be performed without charge  upon verifying his Ethiopian Orthodox  Tewahedo Church membership by his  Parish Spiritual Council Membership Card  or any other possible evidence.  2. Obligations of the Laity:  A. It is mandatory for every believer to  recognize that contributing to the church,  which are tenths and required monthly and  annual contributions on time, is both a  Biblical and Christian duty commanded by  God, to bless for both the body and soul.  B. Each believer has a duty and responsibility  to register with the local church, obtain a  parish membership ID, register family  members and children, enrol their children  in Sunday School for religious education,  maintain church order, and ensure an  independent registration of adult family  members holding their own membership ID Cards.  C. All Believers are obligated to refrain from  criticizing the church system and must  abstain from any activities that defame and  tarnish the church's reputation.

መ. የኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን ምእመን የሆነ ሁሉ በሥርዓተ ቤተ ክርስቲያንና በቅዱሳት መጻሕፍት ትምህርት መመራትና በተወሰነለት የምእመንነት ደረጃ ጸንቶ በመኖር፣ መብቱ በሚፈቅድለት ሁሉ ቤተ ክርስቲያኑን   ማገልገል፣ ክርስቲያናዊ ግዴታና ኃላፊነት አለበት።  ሰ. አንድ ምእመን በሰበካ ቤተ ክርስቲያን የሰበካ መንፈሳዊ ጉባኤ አባላትን የመምረጥ መብት እንዳለው ሁሉ፣ የመመረጥና አገልግሎት የመስጠት ግዴታም አለበት።	D. Any Ethiopian Orthodox Tewahedo Church  believers have Christian duty and obligation to  be abided by church’s canons, and the  teachings of the Holy Scriptures; keeping  steadfastly their faithful status and serve the  church based on their rights.  E. Any Believers has the right to elect  members of Parish Spiritual Council and,  has also the obligation to be elected and  serve.
ክፍል ፭   ልዩ ልዩ ድንጋጌዎች      አንቀጽ ፲፭   የወል ድንጋጌዎች      ፩. በኢትዮጵያም ሆነ ከኢትዮጵያ ውጪ በኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን ስም በየደረጃው የተቋቋሙና ወደፊትም የሚቋቋሙ የሰበካ መንፈሳዊ ጉባኤያት ሁሉ ማእከሉ አዲስ አበባ ኢትዮጵያ በሆነው የኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን ቅዱስ ሲኖዶስ ሕግ፤ ደንብ፤ መመሪያ፤ ትእዛዛትና ውሳኔዎች ይመራሉ።  ፪. በውጭ ሀገር በሚገኙና የኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያንና የቤተ ክህነት ጽ/ቤት ባለበት ቦታ ሁሉ የሰበካ መንፈሳዊ ጉባኤ እንዲቋቋም ይህ ደንብ ያስገድዳል።  ፫. ከአንድ አጥቢያ ቤተ ክርስቲያን የሰበካ መንፈሳዊ ጉባኤ ጀምሮ እስከ መንበረ ጵጵስና አህጉረ ስብከት አጠቃላይ ሰበካ መንፈሳዊ ጉባኤያት ድረስ በየደረጃው የተቋቋሙና የሚቋቋሙ የሰበካ መንፈሳዊያት ጉባኤያት በ፳፻ወ፱ ዓም ለአራተኛ ጊዜ ተሻሽሎ በወጣ የሰበካ መንፈሳዊ ጉባኤ “ቃለ ዐዋዲ”   በአንቀጽ ፷፭ መሠረት ከኢትዮጵያ ውጪ ላሉ የኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን አህጉረ ስብከት የተሰጠ ሕጋዊ መብት በየአብያተ ክርስቲያናቱ ሁሉ ተፈጻሚ ይሆናል።	Section 5  Miscellaneous Provisions  Article 15  Public Provisions  1. All Parish Spiritual Councils, established in the  name of the Ethiopian Orthodox Tewahedo  Church within Ethiopia or abroad, are subject  to the Laws, regulations, governance,  directives, and decisions of the Holy Synod of  Ethiopian Orthodox Tewahedo Church from  its headquarters situated in Addis Ababa,  Ethiopia.  2. This regulation mandates the establishment of  a Parish Spiritual Council wherever Ethiopian  Orthodox Tewahedo Church ecclesiastical  offices are located outside Ethiopia.  3. Starting from a local Church’s Spiritual  Parish Council until the General Spiritual  Council of the Diocese, legal rights granted  to the Spiritual Parish Councils established  at all levels recognized in Article-65 of the  Qale-Awadi, revised and approved for the  4th time in 2016, will be applied to all the  Dioceses of Ethiopian Orthodox Tewahedo  Church outside of Ethiopia and parishes  under them.

፬. የመንበረ ጵጵስና ሀገረ ስብከት ጠቅላላ ጉባኤና የሥራ አስፈጻሚ ኮሚቴ ሥልጣንና ተግባር፣ በቃለ አዋዲው አንቀጽ ፸፭ እና ፸፯ ድንጋጌ መሠረት ተፈጻሚ ይሆናል።  ፭. የካህናትና የምእመናን ግዴታና መብት በቃለ ዓዋዲው አንቀጽ ፷ እና ፷፩ በተደነገገው መሠረት በየደረጃው ተፈጻሚ ይሆናል።  ፮. በየደረጃው ያሉ የሥራ አስፈጻሚ ኮሚቴዎች ሥልጣንና ኃላፊነት በቃለ ዓዋዲው የተሰጠ መብት እንደተጠበቀ ይሆናል።  ፯. ቃለ ዐዋዲውን ወይም ይህን ደንብ የሚቃረን ደንብ፤ መመሪያ እና ልማዳዊ አሠራር ፈጽሞ የተከለለ ነው::	4. The authorities and duties of the General  Assembly and Executive Committee of the  Diocese will be executed by the provisions  outlined in Articles 75 and 77 of Qale-Awadi.  5. The duties and rights of priests and laity  will be preserved as it is outlined in Articles  60 and 61 of Qale-Awadi.  6. The rights and responsibilities of the  Executive Committees at all levels will be  preserved as specified in the Qale-Awadi.  7. Any rules, guidelines, or practices that  contradict this agreement or policy are  strictly prohibited.
አንቀጽ ፲፮   በውጭ ሀገር መንግሥት ስለሚደረግ ምዝገባ ፤ ተያያዥ ውጤቶች እና ክልከላዎች      ፩. በውጭ ዓለም የኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን አህጉረ ስብከት፣ ለመንፈሳዊ፣ ለማኅበራዊ፣ ለበጎ አድራጎት፣ ለትምህርትና ለባህላዊ አገልግሎት ዓላማ የተቋቋሙ በመሆናቸው በውጭ ዓለም እንደየሀገረ መንግሥቱ በግብር አዋጆቻቸው በተደነገገው መሠረት ከግብር ነፃ ሆነው በዚህ ደንብ እና በሌሎች የቤተ ክርስቲያኒቱ ሕጎች፤ ደንቦችና መመሪያዎች ላይ የተጠቀሱ አገልግሎቶችን እንዲሰጡ ይደረጋል ።  ፪. በውጭ ዓለም አህጉረ ስብከት የአስተዳደር መዋቅር ሥር ከተቋቋሙ አብያተ ክርስቲያናትና ድርጅቶች መካከል በልዩ ልዩ ምክንያት አገልግሎት መስጠታቸውን ቢያቋርጡ (ቢያቆሙ)   ንብረታቸውን ሀገረ ስብከቱ ይረከባል ።  ፫. ማንኛውም የኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን ካህን፣ ቅዱስ ሲኖዶስ ዕውቅና ባልሰጠውና በሀገረ ስብከቱ አስተዳደራዊ መዋቅር ሥር በማይመራ ማንኛውም ቤተ ክርስቲያን አገልግሎት መስጠት ፈጽሞ አይችልም።	Article 16  Registration in Foreign Governments;  Associated Consequences and Prohibitions  1. The Diocese of the Ethiopian Orthodox  Tewahedo Church outside of Ethiopia is  established to deliver spiritual, social,  charitable, educational, and cultural services  enjoying tax exemption status according to  the tax laws of each host country and deliver  their services detailed in this regulation, in  other church laws, regulations, and  guidelines.  2. If churches or organizations founded under the  administrative structure of dioceses abroad  cease (terminate) to deliver services for any  reason, their assets will be owned by the  diocese.  3. For any priest of Ethiopian Orthodox  Tewahedo Church it is strictly forbidden to  render services in any church that is not recognised by the Holy Synod or operates  under the Diocese administrative structure.

፬. በየሀገረ ሰብከቱ የአስተዳደር መዋቅር ሥር ያሉ አብያተ ክርስቲያናት፣ አገልጋይ ካህናትንና ልዩ ልዩ ሠራተኞች ለመቅጠር በሚፈልጉበት ጊዜ በቃለ ዐዋዲ በአንቅጽ ፵፩ የተዘረዘሩትን መስፈርቶች መሠረት በማድረግ፣ በቅድሚያ ለሀገረ ስብከቱ ሊቀ ጳጳስ የማሳወቅ ግዴታ አለባቸው፥ ሊቀ ጳጳሱም ሊቀጠር የተፈለገን ሰው የአገልግሎት ብቃት፣ ሙያ፣ ሥነ ምግባርና መንፈሳዊ ሕይወት መርምሮ  አስፈላጊውን መመሪያ ይሰጣል፤ ለመንበረ ፓትርያርክ ጠቅላይ ቤተ ክህነትም በደብዳቤ ያሳውቃል፡፡	4. When churches under the governance of a  diocese intend to employ priests and various  staffs, they are obligated to follow the  criteria specified in Article-11 of the Qale  Awadi; and initially consult with the  diocesan Archbishop; the Archbishop first  examine the efficiency, skill, knowledge,  ethical and spiritual life, and give its  approval as well as communicate with the  Patriarchate through a written note.
አንቀጽ ፲፯   ይህን ደንብ በሚተላለፍ ሁሉ ላይ የሚሰጥ ውሣኔ     ፩. ማንኛውም የቤተ ክርስቲያን አባል ካህን፣ ዲያቆን፣ ሊቅ፤ መምህር፤ ሰባኬ ወንጌል ምእመንም ሆነ የሰንበት ትምህርት ቤት ወጣት እና የመንፈሳዊ ማኅበርና አባላት ይህን ደንብ ቢተላለፍ ወይም ይህ ደንብ እንዳይሠራበት ያደናቀፈ መሆኑ ቢረጋገጥበት፣ እንደ ጥፋቱ ክብደትና ቅለት በመጀመሪያ ምክርና ተግሣጽ፣ በሁለተኛ የጽሑፍ ማስጠንቀቂያ፣ በሦስተኛ ጊዜ ቅጣት ይወሰንበታል።  ፪. ቅጣቱም እንደ ጥፋቱ ክብደት ተመዝኖ በገንዘብ ወይም በቀኖና ወይም ከማገልገልና ከመገልገል በማገድ፣ ወይም ከሥራ በማሰናበት፣ ከአባልነት በመለየት ሊወሰን ይችላል። ከሥራና ከአባልነት የማሰናበቱ ውሳኔ የሚጸናው በአስተዳደር ጉባኤ ታይቶ ሲወሰንና በሊቀ ጳጳሱ ሲጸድቅ ብቻ ነው።	Article 17  Consequences for Violating this Regulation  1. If any individual, a church member, priest,  deacon, scholar, teacher, preacher, believer,  youth of a Sunday school, or member of a  spiritual society, transgress this regulation  or plainly found in breach of its provisions,  based on the severity of the fault, 1st a verbal  advise, 2nd written warning and 3rd the  penalty will be determined.  2. Punishments may include monetary penalties,  spiritual sanctions, suspension from church duties, dismissal from employment, exclusion  from church membership. However, dismissal  from employment or membership shall be effective once a decision is made by the  Administrative Council, and approval by the  Archbishop.
አንቀጽ ፲፰   ደንቡን ስለ ማሻሻል      ፩. ይህ ደንብ በቅዱስ ሲኖዶስ ምልዓተ ጉባኤ ውሳኔ አስፈላጊ ሆኖ ሲገኝ ሊሻሻል ይችላል፡፡	Article 18  Amendment of the bylaw  A. This bylaw may be revised when it is  deemed necessary and by the decision of  the general assembly of the Holy Synod.

፪. ከሦስት አንድ እጅ (፩/፫ኛ) የሚሆኑ የቅዱስ ሲኖዶስ አባላት የማሻሻያ ጥያቄ ሲያቀርቡና በቅዱስ ሲኖዶስ ምልዓተ ጉባኤ ውሳኔ አስፈላጊ ሆኖ ሲገኝ ሊሻሻል ይችላል፡፡  ፫. በውጭ ዓለም በሚገኙ ከ፴ ባላነሱ አጥቢያ አብያተ ክርስቲያናት የማሻሻያ ጥያቄ ሲቀርብ፣ የቀረበውም ጥያቄ በውጭ ዓለም በሚገኙ ከ፲፪ ያላነሱ የአህጉረ ስብከት ጽ/ቤት ስምምነት በ፪/፫ኛ ድምፅ የተደገፈ የማሻሻያ ጥያቄ ሆኖ ለቅዱስ ሲኖዶስ ሲቀርብ እንደአስፈላጊነቱ ሊሻሻል ይችላል ።	B. It can be amended if one-third (1/3) of the  members of the Holy Synod submit an  amendment request, and by the decision of  the Holy Synod deems it necessary.  C. In cases where an amendment request is  submitted by at least 30 parish churches  outside of Ethiopia; when the request is  supported by a two-thirds (2/3) agreement  of at least 12 diocese office it will be  amended as required by the Holy Synod.
አንቀጽ ፲፱   የመሸጋገሪያ ድንጋጌ      ፩. በኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን የተቋቋሙ እና በቃለ ዐዋዲው መሠረት የማይመሩ አጥቢያ አብያተ ክርስቲያናት በሙሉ ይህ ደንብ  ከጸናበት ቀን ጀምሮ በ፪/ሁለት/ ዓመት ጊዜ ውስጥ  በዚህ ደንብ መሠረት የዳግም ምዝገባ ማድረግና  አደረጃጀታቸውንም በቤተ ክርስቲያኗ ሕግና ሥርዓት  መሠረት መፈጸም እና ውስጠ ደንባቸውን አሻሽለው  መሥራት አለባቸው።   ፪. ይህ ደንብ ከመውጣቱ በፊት በቦርድ አመራር አደረጃጀት፤ በሚገኙት ሀገር ሕግ መሠረት የውስጥ መተዳደርያ ደንብ አውጥተው እና ፈቃድ አግኝተው መንፈሳዊ አገልግሎት ሲሰጡ የቆዩ አጥቢያ አብያተ ክርስቲያናት በዚህ ደንብ መሠረት እንደአስፈላጊነቱ ከሀገሩ ሕግ ጋር ተጣጥሞ በሚዘጋጅ ልዩ አባሪ ውስጠ ደንብ መሠረት መሥራት አለባቸው፡፡  ፫. በንኡስ አንቀጽ ፩ መሠረት ይህ ደንብ እና ሕገ  ቤተ ክርስቲያኑ በሚፈቅደው አግባብ አደረጃጀቱን  እና ምዝገባ ሂደቱን ለማስተካከል ፈቃደኛ ያልሆነ  አጥቢያ እና አደረጃጀት እንደሁኔታው በቅዱስ  ሲኖዶስ ተገቢው ውሳኔ እና እርምት ይወሰድበታል  እንደአስፈላጊነቱም ከቤተ ክርስቲያኒቱ ህብረት  ይለያል፡፡	Article 19  Transitional provision  1. All parish churches established under the  Ethiopian Orthodox Tewahedo Church but  not administered in compliance with Gale Awadi, must re-register within two years  from the effective date of this regulation.  They are required to revise their structure  and internal bylaws per the church's laws  and regulations.  2. Before the enactment of this regulation, parish  churches that have formed their own  recognized internal rules for their services and  leadership boards in accordance with their  respective host countries they exist, must  adhere to this regulation; and if necessary, with  a specific addendum that complies with local  laws.  3. In accordance with sub-Article 1 of this  regulation and the Churches’ Constitution, any  Parish church or its organization that refuses to  adjust itself and registration procedures will be  subject to appropriate decision and correction  of the Holy Synod as required; or they may be  excommunicated.

፬. ይህ ደንብ ከቃለ ዓዋዲው ጋር እየተጣጠመ  ተግባራዊ ይደረጋል፡፡	4. This regulation will be applied in  accordance with the Gale Awadi.
